Independent Media
ADF’s work in developing an Independent Media in countries undergoing a democratic transition includes strengthening emerging commercial and public media and emphasizes independent news and public affairs reporting capacities. ADF builds media capacity to provide fair and balanced information in response to public needs while also seeking to establish a legal, regulatory and policy environment that supports an independent media. Assistance is focused on media skills development; media business development; media law advocacy; and media association development to strengthen the sector’s standing in the host country. ADF works with media outlets in television, radio and print media and strives to create an informed cadre of professional journalists in the countries in which we implement media programs.
ADF provides training, intensive technical assistance and supports practical application of new methods and skills in the following areas:
Training and Production: Training combines extensive formal instruction with practical hands-on production of broadcast and print reports. As demonstrated by industry and journalism school practice, this is the only way to achieve high-quality and sustainable results, while also immediately improving the fact-based quality of media outputs.
Media Business, Newsroom Management & Editorial Modules: Training is specifically tailored to the needs of the media partners to help them to develop concrete business and strategy plans. Often, these plans require follow-on training or grants support, and a mentoring relationship evolves between ADF and its media partners. Assistance includes strategic brainstorming and problem-solving, and accessing additional technical and advisory assistance as needed.
Media Sector Advocacy: A healthy independent media sector requires legal rights, functioning regulatory and nonofficial institutions and groups, and broad engagement of the media community and civil society as a whole. Where possible, ADF coordinates media training and other activities with its advocacy and civil society activities to mobilize CSOs and NGOs on behalf of media issues. ADF also trains media professionals to advocate on their own behalf.
As part of its incentive-based training approach, and to provide direct resources to strengthen media organizations and journalistic production, ADF utilizes grants under donor programs in certain cases as illustrated below:
- Information Provision: Support to subscribe to international news agencies, purchase materials, establish Internet connections and other information sources to support editorial and production processes.
- Information Production: Support to undertake investigative, cross-community and other in-depth reporting and programming.
- Equipment: Grants to purchase camera, production equipment, computers, recording devices, tapes and other supplies to support journalism production.
- Incubation: grants to establish new media and media institutions.
