The peaceful transfer of political power and legitimate exercise of authority requires active, broad-based citizen participation in elections. ADF encourages increased citizen participation in electoral processes through support for NGO voter education and get-out-the-vote programs.  Local NGOs gain capacities in developing voter education programs and materials, disseminating official electoral information to the public and through the independent media, and also serving as nonpartisan election observers and poll-watchers.
 
Programs supporting democratic electoral processes have been conducted in Bosnia-Hercegovina, Croatia, Guatemala, Haiti, Iraq, Ivory Coast, Nicaragua, Panama, and Russia.
