Civil society in the former Soviet Union was poorly prepared to undertake the active role needed for the emergence of democratic systems. ADF began work to develop and strengthen civil society in the Russian Federation and other countries of the former Soviet Union in 1992. In collaboration with local NGO partner organizations, ADF programs contribute to the ongoing evolution of civil society and the promotion and protection of human rights.

Russia Advocacy Training Program

ADF received funding in 2007 from the US State Department Bureau for Democracy, Human Rights & Labor to implement the Russian Advocacy Training Program. ATP objectives are to 1) Increase the capacity of civil society organizations (CSOs) advocacy in Russia, 2) Expand training and technical assistance resources available to Russian CSOs and 3) Increase coordination among CSOs to increase the impact of their advocacy. 

ATP is designed  to accomplish the following: 1) develop the capacity of Russian CSO trainers in advocacy for CSOs in the North and Urals Regions and to a lesser extent, the Southern regions and the Far East; 2) support the organization of CSO advocacy campaigns; 3) provide CSOs with a state of the art CSO Advocacy Training Manual; 4) organize regional CSO Advocacy Coalitions and supporting their advocacy campaigns; and 5) establish a sustainable CSO advocacy network. Interlegal, ADF’s local Russian CSO partner, has since 1989 been a leading provider of CSO training and advocacy on key NGO issues.  

Highlights: Russia

One of ADF’s primary partners for civil society development in Russia and other countries of the former Soviet Union is the International Charitable Foundation for Political and Legal Research (Interlegal). Interlegal is a Russian NGO established in 1989 to promote the growth and development of the NGO sector throughout the former USSR. ADF has worked with Interlegal since 1992 with funding from USAID and private foundations. The range of successful collaborative projects includes: 1) research and educational programs to build public understanding and support for the NGO sector; 2) legal consulting services for NGOs to facilitate their registration and organizational development; 3) technical assistance to voluntary organizations for developing their public policy and advocacy platforms; and 4) information clearinghouses to encourage collaboration among voluntary organizations at the local, national, and international levels. Joint programs have been conducted in Russia, the Ukraine, Kazakhstan and Uzbekistan.
